The event took place at the Seminaris Campus Hotel in Berlin-Dahlem. It examined, among other things, theoretical and practical conditions required to make law in international humanitarian law, as well as necessary methods and relevant actors. The conference was divided into four thematic areas, which attendees discussed over the course of the two days. Each area began with central lectures by international guests, followed by ten-minute comment sessions from other scholars and finally an open discussion. Particularly interesting contributions looked at the codification of law in the form of “manuals” and the influence of the Global South on international law, to give just two examples.

52 scholars and practitioners attended the conference, which offered ample room for heated discussions on the spread of informal law-making processes and its consequences for the legitimacy of international humanitarian law.
