On September 14, transfer project T3 hosted a workshop at the Federal Foreign Office on the topic "The 'Technocracy Trap' of State-Building: How to Improve the Effectiveness and Legitimacy of Justice and Security Sector Reforms (JSSR)."

The event was part of a larger debate on the Federal Government’s development of new guidelines for crisis management and peace-building.
60 experts from academia, civil society, and everyday practice formed working groups to discuss (1) the connection between JSSR and political engagement, (2) cooperation with state and non-state actors in the area of security, and (3) good practices and conditions for success in external support for national JSSR processes. The results of the working groups were then discussed by representatives from the Federal Foreign Office, the Federal Ministry for Economic Cooperation and Development (BMZ), the Federal Ministry of Defense (BMVg), the Federal Ministry of the Interior (BMI), and the Federal Ministry of Justice (BMJV).
